also adds dual dye

Refit of the Lady's Knickers to Neolithe Small! There may be some instances of clipping or oddness, but I did my best!

Adds dyeability and options for BPF support and Neolithe's thicker shins.
the option to make it dyeable also updates the mtrl to dt, and ive given each variant a sliiiiightly different look (not very noticeable but its about sending a message). some dyes look a bit off (mostly metallic ones) and im not sure why. sorry.
i also put a thing on the id so i can give it dual dye :3c

If you already have Bibo-based skin installed Neolithe isn't required outside of wanting the piercings.
For the BPF option you will need Better Pubes Framework or Neolithe with the BPF option enabled.

Permissions

Since I will likely stick to vanilla mashups and other bits n bops based mostly on vanilla things, I do not "own" any of the assets used. Still, I've some general things I'd appreciate people keeping in mind!
