Lavahanje's ISHTAR for Resonance

HUGE thank you to Ravencraft, who did most of the heavy lifting on this one - the Echo 2.0 version was a port done for myself, and I seriously cannot thank him enough both for taking that on for me and for allowing me to use it as a base to port to Resonance!

Full dress version only; the toggles for chains aren't included. Some clipping may occur with certain idles/animations/C+ scaling/etc. C+ is on in preview (including skirt positions to avoid aforementioned clipping).
