port and reweight of an old favorite accessory fitted to muse

-it breaks the redbill scarf tex for masc models same as og, soz
-fitted as closely as i could for muse specifically, clips with most other bodies i tried
-dual dye, 1st for main piece and second dyes strings in the back
-may clip in extreme poses but tried to account for a pretty generous amount of scaling both in and outward
