ToFu's Rococo for Elezen REVAMPED

So, let me give you a brief backstory. In 2022, I was a baby modder. I had only made my first mod five months ago, I was scrolling through looking for hairs for my Elezen, and getting frustrated I couldn't find anything that just fit him. I stumbled across Rococo and I was just mesmerized by it, but just plain frustrated I couldn't use it. I didn't know it at the time, but I had found a hair that I think genuinely did change the trajectory of modding for me. I ported the hair, and it had some problems that annoyed me, but I was happy enough to do it. I decided to share it, and it just... kinda blew up. Seeing people so excited about the hair made me realize why I wanted to keep modding, to just share that feeling of being able to see my character how I wanted. Now three years later here I am still trying to keep doing that.

In my time modding, I've learned a couple things and implemented it here.
Updated features: Hat compatibility, better weighting.
I plan to do my other Rococo ports, but if you want to update your own Rococo port, you're as ever free to use mine as a basis.
