Dragonborn Scales Recolor for 7.4 NPC

Inspired by elspie's vanilla scale recolor (https://heliosphere.app/mod/c3nx0n2we94r18v0qkdkre5j1g) and requested by my friend hexadecimal! Gives Halmarut Dragonborn scales recolored to match her at the best of my abilities.

PLEASE NOTE: Due to the way her default outfit is made the scales will NOT show up properly on her hands/neck for vanilla. Her hands can be fixed by making her wear regular smallclothes hands,but her neck will still be messed up though sorry. :( Included is a toggle to turn off just the neck scales (also toggles for bibo/vanilla body) to avoid this though.
