The belt accessory toggle either shows or hides the dangly bits on the suits backside.
If the tail clipping is annoying, you can use this to remove them.

Please note! The masculine Hrothgar belt accessory option will also affect masculine Roegadyn characters, as they share the same Phoenix Riser Suit model. Unfortunately, I was not able to find a way to make this exclusive to Hrothgar characters, I'm sorry.
As a workaround, if you wish to turn off the belt accessory for Hrothgars but not Roegadyns, you can probably achieve this with Penumbra collections, however I have not tested it. Play around with it and see what you can find out.
