Updated to be compatible with 7.1.0
This mod will still work in 7.2, but will have visual glitches on items that were improved with 7.2. For example, ARR Dragoon armor. I may patch this later, but right now I am not playing FFXIV.
This mod does not upscale new items added in 7.1 or 7.2. For example, 7.1/7.2 raid gear.

Textures that appear in the background like floors, walls, buildings, rugs, etc. If it's not an actor, it's a background texture.
Recommendation:
Why?
The common textures are much more impactful. If you are not satisfied you may proceed to install the World Textures.
Recommendation:
I find the normals more impactful for the world textures, so I left them separate since the diffuse are about ~20GB.
Since FFXIV has introduced "detail maps" and a lot of straight upscales like grass/ground textures, this type of mod is less needed. Therefore, I recommend using the (low budget: x1 Normals) which is around 7GB first and seeing if you still have a problem before downloading the diffuse. The diffuse and the normal are exclusive groups and will not overwrite each other.
Everything I produce is open source and free use. If you appreciate my work you can donate to my kofi, but are in no way obliged to do so.
What are Normals and Diffuse?
Read Base and Norm.
Tl;dr: The Normal map is responsible for most of the 'blockiness' of the game. The diffuse is responsible for something like the pattern in a rug looking low res. In terms of FFXIV, the normals cause the most 'low res' effect.
Remember mass is before I dedupe in penumbra so no it doesn't match the actual size you get.
mass:
Kartoffels World Textures - Diffuse x1 = 25 GB @ BC1/BC7 x2
Kartoffels World Textures - Normals x1 = 9.8 GB @ BC7 x1
Kartoffels World Textures - Normals x2 = 37.2 GB @ BC7 x2
DIFFUSE [ type= BC1 or BC7; scale = x2; cleaning = 1x_BC1smooth2; upscaling = 4x_scalenx_90k, lollypop: downscaling = box]
